What is a beginning? It is the start of something that wasn't before. There can only be one beginning. When did the beginning take place? This we do not know. God's time is eternal and man cannot understand what sort of time this takes. There are two dimensions here: heaven and earth. We know that God is the creator of all things that are in them.
Notice it doesn't mention hell. This is because it was not thought of. Evil wasn't in the plan. Hell will be created by Sin and it will contain those who lived for it.
Creation is taking place and the start of something is beginning. What an awesome time this was!

When The Mighty One began creating, He made the "waters beyond" and the earth below.
The word "heavens" is from a combination of Sha (there) and Mayim (waters). Or perhaps just a plural of the word for "lofty" (up there) - Shamah.
It is in all likelihood that what is being created at this point is matter (earth) and the space-time continuum (heavens). It was not that God filled previously "empty space" with matter. He made matter and space together, the "spreading out" being an act of creation itself.
